This is a referendum to upgrade the system to the v1.1.2 Fellowship release.
It also includes updating the minimum balance of sufficient assets on Asset Hub to maintain their ratio to the existential deposit (following cancellation of 428).
Enactment is set for block 19,551,000, which should happen on Monday 19 Feb.
