Due to the issue discovered on Kusama with the v1.1.0 release, recommendation is to cancel/reject this referendum until a patch release with the fix is applied.

This is a referendum to upgrade Polkadot to the runtimes in the [Fellowship v1.1.0 release](). It will enact in block 19452000, which should occur European morning of Monday 12 Feb.
