This referendum unblocks the staking election on Polkadot Asset-Hub, which has been stuck since morning of June 30th.

The problem, in short, is:

Validator election is currently stalled - the new election score is lower than the on-chain minimum. We're working on a fix.
Impact: validator set won't rotate until the fix lands, so the active era will be longer than usual. This also means new nominations and reward payouts for the ongoing era will be delayed. No other functionality is affected.
Both validators and nominators will receive proportionally larger rewards for the longer era, so no rewards are lost - just delayed.
